The JLTV implementation program is a unitary desire of both the US Army and Marine Corps to create and deliver three categories of military motors and related trucks. The first group of JLTVs is proposed for common movement purposes with an estimated payload of about 3,500 pounds. The second Class is expected to serve as a foot soldier bearers, surveillance vehicles, and armor bearers with an estimated payload of about 4,500 pounds. The third category was meant to serve as prime movers, safe house transporters, and carriers of injured soldiers with an estimated payload of about 5,000 pounds. JLTVs are to be fitted with an improved suspension, versatile defensive layer, and ability to oblige future load conveying limit. JLTVs are designed to reliable, viable, off-road versatile, and prepared to connect into the present and future strategic information nets. Key and operational portability by water vessels and planes are additionally key features of JLTV.

The US army is pushing to adopt the Joint Light Tactical Vehicle (JLTV) to replace the High Mobility, Multi-Wheeled Vehicle (HMMWV) which they have been using for the last three decades. Several improvements have been made to the HMMWV since it was launched in 1985 to the extent that currently, it can perform tasks that it was not designed for initially. The US marines, on the other hand, have some reservations about the change since the Joint Light Tactical Vehicle (JLTV) at its designed weight does not address their expeditionary operations. The marine distance themselves from adopting the new model if the designers wont make improvements to meet their military needs. The US army and the marines have expressed different opinions on the adoption of the new model where one side is more focused on survivability and safety while the other is more concerned about the weight.

The US Army presented a demand for Humvee recapitalization process in 2010 January. The Army made a request to the Congress to move reserves from securing Humvees to recapitalizing maturing Humvees. The congress turned down the demand. The army was propelled to make another request followed by a demand for recommendations. Humvee acquisitions programs were not arranged past 2012. The Army's truck budget was projected cut down by about 15 percent by 2017 financial year.

The U.S. military authorities show an enthusiasm for universal inclusion for JLTV program, currently, Canada, Australia, Israel, and Britain, have demonstrated their plans take an interest and support for models amid the Technology Development phase. The five nations forecasted that the principal acquisition of about 65,000 JLTVs for the administrations could be expanded if there were worldwide cooperation and support for this program. There are fears however that due to the advancement of the technology in this new project, it would be difficult to export to other nations due to the difficulty to access export license. Some also express concerns that the US state Department may not be at peace to sell the idea to other nations. The US Marine Corps projected to supplant all Humvees with MRAP motors. They were to cut down their Humvees from about 44,500 to 32,000. The present arrangement is to lessen the Marine's vehicles of light strategic vehicles from about 24,000 to 19,500 by 2017. The US Army gave a recommendation report to the congress committee in charge of defense specifying the Army's strategic plan for future truck acquisition in 2010. The army argued that since the research about the Joint Light Tactical Vehicle is yet to be completed, the estimate for the quantity and budget was still unreasonable and immeasurable.

Based on the different stand held by the US army and the Marine Corps, the implementation of the Joint Light Tactical Vehicles is a dream. The army very ready and positive about the new technology because survivability and safety are guaranteed, while the Marine wants transportability and weight to be improved to suit their military need. The interest of four other nations may also interfere with its implementation.
